It was the first half of the 1980s and Miami was the city with the highest murder rate in the United States, the center of operations of the drug cartels and was populated by immigrants from the lowest social strata in Latin America. It was no longer the peaceful old-age spa or the tourist destination of many: people preferred to vacation in the Bahamas or other Caribbean islands.
